Each ticket must be appealed separately.</p> <p>Appeals that are not submitted within 14 calendar days of issue date are ineligible for consideration. An appeal will postpone and delay fines/fees until adjudication. Failure to appeal within the prescribed time limit shall be deemed a waiver of the right to do so.</p> <p>Graduation or separation from the University does not cancel parking obligations. The registered vehicle’s owner and authorized drivers are responsible for all permits, fines and fees assessed against the vehicle.</p> <p>Once your appeal has been submitted, you will be sent an email response from <a href="mailto:park@neiu.edu" target="_blank">park@neiu.edu</a> within 14 calendar days. If the ticket was paid in advance, a refund will be issued.</p> <h4>Denied</h4> <p>If your appeal is denied, this means that the Citation Appeals Committee considers you responsible for the fine and expects you to pay the entire parking violation fine and any associated late fees within 30 calendar days of the decision date. Non-receipt of ticket statements does not negate or cancel owner/operator responsibility for payment of parking fines. It is the student's responsibility to update their address via NEIUport.</p> <h2>Holds</h2> <p>Holds will be placed on transcripts, diplomas, class registrations and other records until all outstanding fines and fees are paid.</p> <h3>Temporary Hold Release</h3> <p>Allows a student who has made approved payment arrangements with the Parking Office to register for classes. A temporary hold release does not allow the release of diplomas or transcripts.</p> <h3>Permanent Hold Release</h3> <p>Removes the parking hold from the student’s account.</p> <h3>Immediate Release of a Permanent Hold</h3> <p>May only be performed for balances paid in full with cash, credit card (Visa/Master Card/Discover), debit card (Visa/Master Card logo), money order or cashier’s checks.</p> <p>Full payment of fines and fees paid by a personal or third party check will delay the permanent hold release by 10 business days.</p> <h2>Agency and Offset Referrals</h2> <p>Northeastern employees with past due balances may be referred to payroll for automatic deduction of the outstanding debt from the employee’s paycheck.</p> <p>Non-employees with a balance of unpaid fines may be sent to the State of Illinois Comptroller’s Office Offset Program, which allows for the collection of fines through deduction from a person’s state income tax refunds. Outstanding balances that are four months past due are subject to being sent to a collection agency and reported to a credit bureau.</p> <h2>Vehicle Booting</h2> <p>Owners/operators with combined, unpaid fines totaling more than $100, or at least three unpaid tickets on their vehicle(s)&nbsp;are subject to penalty such as a vehicle immobilizer or “boot” placed on the vehicle. When a vehicle is immobilized, the owner/operator will be charged a $50 boot removal fee.</p> <p>Once a vehicle is immobilized, all outstanding fines and fees must be paid in full by cash, money order, cashier’s check, credit card (Visa/Master Card/Discover) or debit card (Visa/Master Card) before the boot will be removed.</p> <p>Payments for outstanding debts on booted vehicles are made in the Parking Office during normal business hours, Monday through Thursday, 8&nbsp;a.m. to 8:45&nbsp;p.m. and Friday, 8&nbsp;a.m. to&nbsp;4:45 p.m. Unpaid fines for immobilized vehicles are not eligible for a payment plan. The owner/operator is responsible for any damages to their vehicle associated with an illegal attempt to remove a boot.</p> <p>Vehicles remain on the eligibility list for immobilization until outstanding balances reach $100 or less. 91Porn is not responsible for damage resulting from vehicle towing/immobilizing or any other conditions as defined herein or by the Illinois Compiled Statues (ILCS).</p> <p>The owner/operator will also be assessed a $500&nbsp;illegal boot removal fine&nbsp;for any attempt to remove a University placed boot.</p> <h2>Vehicle Towing</h2> <p>Vehicles booted for more than 48 hours may be towed at the owner's/operator’s expense. This authority is promulgated under 110 ILCS 610/1 (Illinois compiled statues). Advance public notice of any parking changes will be given.</p> <p>The Parking Office is responsible for the enforcement of regulations controlling vehicles on University property. Citations are issued by the Chicago Police Department for parking violations on city streets bordering Northeastern campuses.</p> <p>The Parking Office administration reserves the right to make authorized changes in campus rules and regulations as deemed fit for the benefit of 91Porn. By state law, parking operations must be self-supporting. Therefore, parking revenues must cover parking expenses, and the University is not allowed to subsidize parking operations with state funds.</p> <h2>Availability</h2> <p>Parking on Northeastern’s campuses is limited, and parking spaces are available on a first-come, first-served basis. Parking refunds for students are automatically adjusted on their student billing in accordance with established Northeastern class drop-date guidelines or by canceling parking with submission of a parking waiver prior to published deadlines.</p> <h2>Purpose</h2> <p>Parking rules and regulations exist to manage parking on campus, provide parking safety information, ensure efficient use of University parking and facilitate the general parking operations of the University. Parking fees and fines are established to cover parking operational expenses, provide equitable user rates and promote compliance with 91Porn’s parking rules and regulations.</p> <h2>Responsibility</h2> <p>It is the responsibility of all parking users to obtain, read, understand and abide by the rules and regulations established by the University. All owners/drivers parked on the Northeastern campuses must be parked in a space marked and designated by the University as a valid parking space. In order to be legitimately parked on campus, all vehicles must be registered with a&nbsp;valid Northeastern parking permit. This permit&nbsp;is enforced seven days a week, 24 hours a day. All motor vehicles parked on University property must have valid state registration and license plates. The registered owner and/or operator of a vehicle is responsible for the parking permit and all citations issued to&nbsp;the vehicle.</p> <p>It is the responsibility of the driver to remember to register the temporary&nbsp;vehicle being used while their primary vehicle is in the shop for repairs, etc. Failure to remember to register the vehicle may result in a parking citation.</p> <p>Establishing operator responsibility for parking violations of unregistered vehicles will be determined by the reasonable association that a student, faculty or staff member with the same address as the registered owner of the vehicle is the operator of that vehicle. When two or more students, faculty or staff reside at the same address, the assumption is that one or more are operators. The responsibility of finding a legal parking space rests with the vehicle operator.</p> <p>Lack of parking spaces is not justification for illegal parking. All checks must be made payable to 91Porn.</p> <p>Payments for ticket fines may be made with cash, check or credit card, with the exception of fines for booted vehicles and permanent holds that require immediate release. Fines for booted vehicles and immediate permanent hold releases must be paid in cash, money order or cashier’s check.</p> <h2>Payments by Mail</h2> <p>Please address your payment to 91Porn, 5500 North St. Louis Avenue,&nbsp;Building D Room 101, Chicago IL 60625. Be sure to allow sufficient time for postal delivery when making payments by mail. Do not send cash payments in the mail. Only send a check, money order or certified cashier’s check.</p> <p>Fines not paid within 14 days from date of issuance will be assessed an additional late fee of $15. Continued failure to pay fines may result in collection enforcement processing, such as academic and transcript holds, collection agency transfers, collection through the State of Illinois Comptroller’s Office Offset Program, immobilizing vehicle “boot” and towing.</p> <h2>Payment Plans</h2> <p>Payment plans are established only for owners/operators of vehicles not currently booted with outstanding balances of more than $100. Once a vehicle has been immobilized or “booted,” full payment of all outstanding parking debts is required in the form of cash, money order, credit card (Visa/MasterCard/Discover) or cashier’s check.</p> <p>One-third of the complete balance is required to start a payment plan. The minimum installment payment is $15. Maximum time limit for payment plans for all balances due is three months. Payments are due no later than three business days after the due date. A student’s account will remain on hold until the account is paid in full.</p> <p>Outstanding balances of $100 or less do not qualify for a payment plan. If the scheduled payments are not paid on time and the account is more than 30 days past due, the payment plan is subject to being cancelled by the Parking Office.</p> <p>The establishment of a payment plan only allows a temporary hold release for class registration. The phones are readily recognizable by the blue light on top of the column that houses the emergency phone. These phones dial the University Police Department directly by a push of a button.</p> <h2>Escort Service</h2> <p>University Police will provide escort service upon request to members of the University community walking on campus to the parking lots or adjacent city streets. Request for escort service may be made at the University Police Department (F Lot) or by contacting University Police at (773)&nbsp;442‑4100.</p> <h2>Overnight Parking</h2> <p>University community members who require parking on campus overnight must first register their vehicle at the University Police Department for overnight parking. University Police reserves the right to assign designated overnight parking areas.
