Business Enterprise Program

The (BEP) for businesses owned by minorities, women and persons with disabilities is committed to fostering an inclusive and competitive business environment that will help business enterprises increase their capacity, grow revenue, and enhance credentials.

Do you qualify for the BEP Program?

  • At least 51 percent owned and controlled by persons who are minority, women or designated as disabled
  • Must be a United States citizen or resident alien
  • Annual gross sales of less than $75 million

Veteran Business Program

The (VBP) assists businesses owned by qualified service disable and veteran-owned businesses gain access to State of Illinois contracting opportunities and participation in the competitive procurement process.

Program Eligibility:

  • At least 51 percent owned by one or more qualified service disabled veteran or veterans
    living in Illinois 
  • Applicant(s) must have valid DD214
  • Annual gross sales of less than $75 million
  • Home office in Illinois

Small Business Set-Aside Program

The  (SBSA) is a race and gender neutral program and qualifications are based on gross revenues. A small business means one that is independently owned and operated, is not dominant in its field or operation, and meets the required size status and the following sales limitations:

  • No WHOLESALE business can exceed $13 million in annual sales
  • No RETAIL business can exceed $8 million in annual sales and receipts
  • No CONSTRUCTION business can exceed $14 million in annual sales and receipts
  • No MANUFACTURING business can employ more than 250 persons
